Does an iOS plugin host, capable of running MacOS AU or AAX plugins, exist?
I cannot find anything, and surely it’s clear why that would be useful.
(An iOS host capable of running VST or VST3 plugins would be even better, and even less likely.)

No, iPadOS can run only AUv3 from the iOS-App Store. Some of them also are made available on MacOS though the App Store but that's it.
No VSTx /AAX whatever on iPad.
However there are rumors that Apple will make macOS 14 avaialble on M2 iPads next year.
Earliest annoucement expected on WWDC 2023. So with macOS 14 there could be a whole new world of usefullness for the iPad.
